Regulations for the Management of the HPC AI Intelligent Computing Platform at The Hong Kong University of Science and Technology (Guangzhou)

01 General Provisions

Article 1:These Regulations are formulated to standardize user management, resource allocation and usage, training, and account audit supervision for the HPC AI Intelligent Computing Platform (hereinafter referred to as the "Platform") at The Hong Kong University of Science and Technology (Guangzhou), and to ensure the safe and stable operation of the Platform.

Article 2:These Regulations apply to all users of the Platform, including but not limited to current students, faculty, and researchers.

02 Service Application and Approval

Article 3:Users must complete an account application before using the Platform, submitting truthful and complete personal and project information, including name, contact details, student/employee ID, email address, and supervisor information.

Article 4:Student applicants must provide their primary supervisor's information. Account activation requires approval from the supervisor. Supervisors are responsible for overseeing their students' use of the Platform.

Article 5:The Platform management department is responsible for reviewing applications upon receipt. The review period generally shall not exceed two working days.

03 Account Usage

Article 6:User accounts and Platform resources are strictly for teaching and research activities within the University.

Article 7:Users must securely safeguard their account credentials and are strictly prohibited from lending their accounts to others.

Article 8:In case of account theft or password leakage, users must immediately report the incident to the Platform management department to facilitate timely security measures.

Article 9:Users must utilize Platform resources compliantly. The following acts are strictly prohibited:

(1) Unlawfully occupying or wasting resources; (2) Engaging in activities that endanger network and information security; (3) Infringing upon the intellectual property rights of others; (4) Installing or using unauthorized commercial software; (5) Engaging in illegal activities, such as cryptocurrency mining; (6) Other activities that violate national laws, regulations, or University policies.

04 Account Modification and Deactivation

Article 10:Users must promptly apply to the Platform management department to update their information when personal details change.

Article 11:Upon leaving the University or ceasing to use the Platform, users should back up important data, clean up personal files, and apply for account deactivation in advance.

Article 12:The Platform management department has the right to suspend or deactivate accounts under the following circumstances:

(1) The user has violated regulations or laws; (2) The account has not been logged into for six consecutive months; (3) The user is no longer eligible due to graduation, departure, or other reasons.

05 Training and Technical Support

Article 13:The Platform management department provides services related to scientific research and teaching for university faculty, students, and research teams.

Article 14:The Platform regularly organizes training sessions covering system operation, software applications, data processing, and job scheduling to enhance user operational capabilities and resource utilization efficiency.

Article 15:Users encountering technical issues during use may consult the Platform management department, which will provide timely technical support.

Article 16:Major research projects may apply for specialized technical support. The Platform will provide assistance in computing, storage, data analysis, and other aspects.

06 Information Security and Data Protection

Article 17:Users must comply with national laws, regulations, and University rules and policies, and must not use the Platform for any illegal or infringing activities.

Article 18:Users are solely responsible for the data they store on the Platform and must perform regular backups. The Platform management department is not liable for user data loss.

Article 19:Users must adhere to Platform security regulations. Attacking systems, tampering with data, or disclosing others' information is strictly prohibited. Discovered security vulnerabilities must be reported immediately.

Article 20:The Platform management department will implement necessary technical and administrative measures, conduct regular system maintenance, security checks, and data backups to ensure Platform security and data integrity.

07 Charging and Incentives

Article 21:The Platform implements a charging mechanism for users within the University.

Article 22:Users must pay relevant fees on time and shall not default without valid reason.

Article 23:Users who make outstanding contributions to the Platform's development may be eligible for incentive credits applied for by the Platform management department from the University, which can be used to offset Platform usage fees.

08 Acknowledgment in Publications

Article 24:When publishing relevant research results or papers, users are recommended to include the acknowledgment: "This research work is supported by the HPC AI Intelligent Computing Platform of The Hong Kong University of Science and Technology (Guangzhou)."

09 Account Audit and Supervision

Article 25:The Platform management department has the right to audit user accounts and usage activities.

Article 26:Users shall actively cooperate with audit work and truthfully provide information related to resource usage, data processing, and storage.

Article 27:The Platform management department has a confidentiality obligation regarding user information. For sensitive data involved, users must sign a confidentiality agreement with the Platform.

Article 28:Audit results will be communicated in writing to the user and relevant units. If violations or unreasonable resource usage are identified, the Platform has the right to demand rectification or take appropriate measures.

10 Liabilities and Penalties

Article 29:If users violate these Regulations, the Platform management department has the right to take appropriate disciplinary measures based on the severity of the circumstance; serious cases will be reported to the University for handling.

Article 30:Users shall bear corresponding compensation liability for losses caused to the Platform due to their violations.

11 Supplementary Provisions

Article 31:These Regulations take effect from the date of issuance. The Office of Data Intelligence is responsible for their interpretation and revision.

Article 32:In case of any conflict between these Regulations and national laws, regulations, or University policies, the national and University provisions shall prevail. Matters not covered herein shall be handled pursuant to the relevant laws, regulations, and University rules and policies.
